FEMA Final Public Notice
The Federal Emergency Management Agency (FEMA) has received a subgrant applicant for the Scotland County Board of Education to replace in-kind the flooring in the Scotland County High School’s Gymnasium (Gym). The Gym received damage due to surface water flooding from Hurricane Florence (DR-4393-NC). Pursuant to Executive Order (EO) 11988 and 44 CFR Part 9.12, final public notice is hereby given regarding FEMA’s intent to provide funding for projects under the Public Assistance (PA) Program.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under EO 11988 and EO 11990, FEMA is required to consider alternatives to, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
An initial disaster-wide Public Notice was published on October 25, 2019 for Hurricane Florence. This notice serves as an individual final notice for FEMA’s funding action. FEMA has determined that the replacement of the Scotland County High School Gym flooring with in-kind materials is the appropriate course of action. In addition to repairing the gym floors, adjustable flood barriers will be installed at the seven (7) exterior door openings. These barriers will provide flood protection for the school’s gym up to 36” in height and will be funded through FEMA’s Hazard Mitigation Grant Program.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone: This project is for the replacement of the high school gymnasium flooring using in-kind materials. With regard to the Special Flood Hazard Area, the school is located in an un-shaded X zone (area of minimal flood hazard). Confirmation of the building’s location was made by reference to the latest Flood Insurance Rate Map, Panel 3710835700J (effective 06/17/2003). The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. The proposed work will take place in an existing building and will have no effect on the local floodplain. The proposed work does have the potential to be affected by future surface flooding. The action will be mitigated by installing door dams (flood barriers) to keep future water out.
Proposed Work and Purpose: The Scotland County School Board is requesting funds to be reimbursed for the cost of the replacement of the Scotland County High School Gym. The purpose of this project was to fix the warped gym floors, so the students could use the gym for school and extra-curricular activities.
Alternative #1 (no action alternative): If no action was taken to fix the flooring in the gymnasium, it would have rendered the gymnasium unusable and created issues with physical education and sports related activities.
Alternative #2: Repairing and/or replacing the warped gymnasium flooring allows for the gymnasium to be useful to the students for physical education and extra-circular activities.
Alternative #3: Repairing and/or replacing the warped gymnasium flooring would allow for the gymnasium to be useful to the school. In addition, by using mitigation to add door dams, water and surface flooding would be kept away during possible future storms.
Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Scotland County School Board. All comments are due within fifteen (15) days of this notice. The Scotland County School Board will forward comments to applicable regulatory agencies as needed.
