          ABOUT THE INTERSTATE COMPACT

          The Interstate Compact for Educational Opportunity for Military Children addresses the challenges military children face when navigating frequent relocations and new schools. It allows for uniform treatment as military children transfer between school districts in member states. All 50 states have adopted the Compact through legislation and DODEA honors the Compact. 

          While the Compact is not exhaustive in its coverage, it does address the key issues encountered by military families: eligibility, enrollment, placement and graduation. In addition, the Compact provides for a detailed governance structure at both the state and national levels with built-in enforcement and compliance mechanisms.

          As part of the Compact, the Interstate Commission on Educational Opportunity for Military Children was established (also referred to as the Military Interstate Children’s Compact Commission or MIC3). MIC3 continues to work with the Department of Defense, The Council of State Governments, national organizations, and state leaders to implement the Compact and expand knowledge of its existence. Member states have State Councils and inform school districts of the terms of the Compact as well as address Compact compliance and grievances. 

          WHO IS COVERED BY THE COMPACT?

          Children of active duty members of the uniformed services, National Guard and Reserve on active duty orders, commissioned officers of the National Oceanic and Atmospheric Administration (NOAA) and the United States Public Health Service (USPHS), and members or veterans who are medically discharged or retired for one year are eligible for assistance under the Compact. The Compact also covers students of members who perish on active duty for a period of one year following their death.
